Enacts article 13 section 14
13:14
The Legislature may exempt aircraft or watercraft or tangible personal property which is required by law to be registered for use upon public highways or public lands not exempt under the laws of the United States, or under this Constitution, from taxation as property, and in lieu thereof, if such exemption is granted, shall provide a statewide uniform fee or a statewide uniform rate of assessment or levy in such manner and at such rate as may be provided by law; provided, that if such manner and at such rates as may be provided by law; provided, that if any such property is exempted from taxation as property, the value of such property shall remain only for the purpose of debt limitations as set forth in Article XIV of this Constitution. The proceeds from such a tax or fee shall not be subject to Sec. 13 of this Article and shall be distributed to the taxing districts in which the exempted property is located in the same proportion as the revenue collected from real property tax is distributed to such districts.
