Amends article 11, section 3
11:3
The Legislature shall have power to enact laws creating new counties out of territory taken from one or more of the existing counties out of territory taken from one or more of the existing counties of this State, and defining the duties and obligations of any such new county, as between itself and any county from which territory taken in its creation.
